Town Centre Manager – Job Vacancy

A part-time job vacancy has become available for a Town Centre Manager.

The Town Council represents the historic and picturesque Warwick, is renowned for its tourism, market town facilities, its castle and racecourse, independent shops, café’s & restaurants, and an ever-growing programme of arts & cultural events. The Town Council is the first tier of local government, with 15 councillors and a small friendly team. We are one of the busiest town councils in the district, providing a wide range of quality services including Warwick in Bloom, Christmas lights, Visitor Information Centre, allotments, and events at the Court House. We are a very ambitious town council, dedicated not only to fulfilling our statutory functions, but leading on a wide range of projects and services to benefit the community. Amongst our current projects, the Council is reviewing its Local Plan – through a sessions of vision workshops.

This is an exciting opportunity for a Town Centre Manager experienced in economic development, events, and town centre management to join our team and help us support and develop our vibrant community. The successful candidate will be responsible for driving the economic heart of Warwick, ensuring it remains a secure, dynamic, and vibrant market town, serving the needs of businesses, residents, and visitors alike. This includes overseeing economic development with stakeholders.

Duties and responsibilities

1. To attend meetings of Council committees and sub-committees and producing reports.

2. To work with the Chamber of Trade, Warwickshire County Council and Warwick District Council.

3. To highlight physical improvements and enhancement to local services to the town.

4. To promote events to retailers to ensure engagement.

5. To take the lead on ensuring the visual attraction, amenity, and cleanliness of the town centre, including liaising with other stakeholders to manage projects on street cleaning; street furniture; bunting, lights, hanging baskets, planters and Christmas trees; litter bin and other waste collection; signage; and on-street advertising.

6. To engage with local businesses, retailers, and service providers to improve the vibrancy of the town centre; support existing businesses; and attract more commerce and footfall.

7. To deliver the objectives as identified in the local strategies including the WCC Masterplan, WDC retail study and WTC Vision and Action Plan:

· To encourage a higher footfall and dwell time of the shoppers into the towns via: –

· The co-ordination of the opening times of the town traders to encourage all premises are united in trading hours.

· Development of extension of trading hours (i.e. Sunday, Bank Holidays & later evening trading.

· To support the developing evening and night-time economy.

8. To work in partnership with the Police and other local authorities and agencies to assist them in improving community safety, and reducing antisocial behaviour, crime, and the fear of crime.

9. Undertake and assist with specific initiatives to improve and develop the attractiveness and accessibility of the town centres.

10. To work in partnership with all key event partners to facilitate the smooth running of external events for visitors, residents, and businesses.

11. To work in partnership with WCC Place, Projects and Partnerships, WDC Economic Development and Regeneration and Events, Warwick Chamber of Trade, Coventry & Warwickshire Chamber of Commerce and a wide variety of partners to develop and deliver a programme of projects and initiatives to improve the market towns relating to retail, tourism, transport and community facilities and services.

12. To be aware of all projects to improve and promote Warwick’s attractiveness, including Warwick in Bloom, Events in the Town and at other Tourist Attractions.

13. To work with the shop owners and landlords to deliver a shop front improvement scheme to upgrade property frontage and ensure maintenance is undertaken on a regular basis to maintain appropriate aesthetics in keeping with town centre.

14. To manage and report on all budgets falling under their remit.

15. Seeking and putting to best effect sponsorship opportunities for initiatives to enhance the Town.

16. To carry out other such duties as the Council may require from time to time.
